Reasons for starting a professional study programme

Under modern living conditions, the organisation of society and the state is no longer conceivable without a legal dimension. Today, national, international and transnational law constitutes a complex body of knowledge that requires professionals who are able to deal with the various demands of society and the profession. Without the help of lawyers, it is no longer possible today to resolve the myriad issues in the private and public spheres in which legal relations of varying degrees of complexity meet and are clarified. For these reasons, the Faculty of Law, as one of the oldest institutions of the University of Split, strongly represented and present in the public life of the Republic of Croatia, especially Dalmatia and its surroundings, organises, in addition to the study of law, the study of administrative sciences, in line with the requirements of the labour market and the need for professionally trained administrative personnel.

Competences acquired:

Applicants who have completed any four-year secondary school may enroll in a professional study programme. Applicants acquire the right to enroll in the Faculty of Law of the University of Split in the order of the ranking list for enrollment within the established quota, provided they have exercised their right to enrollment and confirmed their intention to enroll through the National Information System (NISpVU).

    In this sense, a professional bachelor is trained to perform these typical tasks: professional management of administrative affairs, assistance in carrying out administrative procedures, professional drafting and editing of relevant administrative acts and carrying out other administrative tasks in state administrative bodies, local government and self-government, independent performance of specialised tasks in judicial bodies, assistance in carrying out all legal affairs in enterprises, other companies, associations, trade unions and organisations; assistance in providing legal assistance to political parties, assistance to judicial and other bodies.

    In this sense, a professional bachelor is trained to perform these typical jobs:
    professional management of administrative affairs, assistance in conducting administrative proceedings, professional drafting and processing of appropriate administrative acts and performing other administrative tasks in state administration bodies, local government and self-government, independent performance of professional tasks in judicial bodies, assistance in performing all legal affairs in companies, other societies, associations, trade unions and organizations; assistance in legal assistance to parties, assistance to judicial and other bodies.

Conditions of study

In the structure of the three-year professional administrative study programme at the Faculty of Law in Split (PFS), compulsory courses are evenly distributed between the first and second years of study, while electives are in the final, third year of study. The elective courses in the final year of study have the purpose of enriching and improving the content of the basic courses of the professional administrative study programme, in addition to the practical courses in the administrative structures, to deepen and complete certain knowledge before the final thesis.

The subjects of the study programme, which are compulsory for all students, are two-semester and one-semester, and work and engagement in the courses, as well as each examination passed, earn the appropriate number of ETCS points. In the ETCS assessment of the course, the Faculty of Law in Split took into account the objective importance (relevance) of the course to professional study programme. In this sense, the Faculty of Law in Split assessed legal and non-legal subjects differently and, within the legal subjects, in accordance with the tradition of education at law faculties in the Republic of Croatia, took into account positive capital law subjects (12), basic subjects for professional administrative study programme (12) and other legal subjects, and other subjects (6). The elective subjects were awarded the same number of points (6). In the third year, in the sixth final semester, the compulsory administrative internship in one of the teaching institutions was assessed with 10 ECTS points and the final thesis with 20 ECTS points.

From the first to the fourth semester, students attend seminars and exercises in addition to the lectures, which are compulsory for most courses. The exercises are conducted according to a specific semester schedule. Seminars are organised for mainly theoretical courses. In the third year of study, students take a number of elective courses, complete administrative internships and prepare to write and defend their final thesis.

During the four semesters, students are required to attend foreign language classes for administrative lawyers (English, German, French (). Classes are held according to the schedule determined by the annual schedule, and with the obligatory taking of exams in a foreign language because it enables the successful completion of the final thesis.

The student acquires the right to enroll in a higher year of study by gaining at least 42 ETCS credits from the previous year of study, with the obligation to test semesters, attend classes and participate in exercises, and other activities agreed with the teacher.

In the spirit of deepening and broadening their education, and especially in the atmosphere of developing an awareness of university connectivity, students may enroll in related courses of those components of the University that have courses in their professional programmes that touch/intertwine with the interest of professional administrative studies. Students from related components of the University of Split may enroll in Faculty of Law in Split as electives for related courses from this study after prior information in the Dean's Office of the Faculty.

Within the framework of the Faculty of Law in Split Professional Administration study programme, there are courses in which the problems of individual administrative areas are presented from a comparative point of view. In addition to foreign languages, if necessary, classes in a foreign language from a group of subjects with a comparative orientation or based on international, transnational or European law (administrative and legal system of the EU, sociology of administration, electronic administration, administrative law, administrative procedural law, labour law, trade union law) are organised as well.

The criteria and conditions for the transfer of ECTS credits are regulated by the Regulation on ECTS credits of the University of Split, the Statute of the Faculty of Law in Split and the agreements of the Faculty of Law in Split with its cooperation partners.

The student is considered to have fulfilled his/her obligations with the defence of his/her thesis.

The status and rights of students who have interrupted their studies or lost the right to study in one study programme or intend to continue their studies in another programme are governed by the University Statute, the Regulation on ECTS credits of the University of Split and the Statuteof the Faculty of Law in Split .

4.1. Places of study program
The study is conducted at the Faculty of Law of the University of Split, Domovinsko rata 8, 21000 Split.
4.2. Data on space and equipment
Faculty of Law in Split, is the owner of office space with a usable area of 3,230 m2. One student has 2.09 m2, and per employee it is 48.93 m2. Teaching processes take place in a large lecture room (Hall III) with 250 seats, lecture room number (I) with 100 seats, and in lecture room number (II) there is a modern computer room with 17 computers. Lecture room number (IV) has 80 seats, and lecture room number (VI) has 60 seats. Lecture halls (VII) and (VIII) have 80 seats each. The Faculty also has two seminar rooms with 30 seats each (Center for Croatian-German, European and Comparative Law, Seminar for Criminal Law Practice).
The faculty has three (3) copiers, sixteen (16) 486 computers, twenty-two (22) DEC Venturis computers, eighteen (18) Compaq Celeron / PIII computers, thirty (30) Celeron / PIII computers, two ) Ericsson kiosk, two (2) studomats, two (2) Server Sun, one (1) Server Win 2000, one (1) Laptop, thirty-six (36) laser printers, one (1) projector and two (2) scanner.
Seventeen (17) Compaq computers, one (1) DEC computer in the Student Union and ELS Branch room, an Internet room with four (4) computers, and one (1) computer in the clinical teaching room are available to students in the IT classroom. case law) and a search engine in the Faculty Library - DEC Venturis, which still has five (5) Celeron / PIII computers with one (1) Sun server.
The Dean's Office of the Faculty uses seven (7) Celerons / PIIIs, and the Student Office one (1) Compaq, two (2) DECs and one (1) Celery.
The library is located on the ground floor of the Faculty building with a total area of 645 m2. The library also has a reading room with 36 reading places.
The library is organizationally divided into three departments: 1. books 2. magazines 3. reading rooms. UNIX - the online version of the Crolist software package is used to process the collection, and catalogs can be searched online through the network of Croatian libraries.
Through its information resources (catalogs, newsletters ...) the library introduces students and teachers to the library fund. The library fund uses book borrowing and work in the reading room, which is associated with complete periodicals, part of textbooks and seminar literature, reference collection, master's theses and dissertations.
The library fund has a total of about 100,000 volumes (books and periodicals). The number of monographic publications is slightly more than 42,000 titles, and serial publications about 1,000 titles, while the current number of periodical titles (domestic and foreign) is around 250 titles.
The number of titles per student is around 20 units of the library fund.
The annual publication of books in the period from 2000 to 2004 averaged about 800 volumes. Of the total library fund, 58% refers to legal sciences, and the remaining 42% to all other scientific branches studied at the Faculty at the undergraduate (university and professional) and postgraduate level.
The existing book fund, the procurement of which takes into account that all scientific branches, which are related to undergraduate and postgraduate teaching at the Faculty, ensures the coverage of these programs with the necessary literature.

The Faculty of Law in Split is developing a model and methods for monitoring the quality and success of the professional study program, which relies on both internal and external factors to monitor the quality and success of the study program. Assessment of purposefulness with regard to labor market needs. The professional administrative study with its profile meets the needs of comprehensive modernization of the largest number of professional staff in public administration, judiciary, economic entities and is in line with the demand in the labor market for professionally trained staff able to serve the administrative apparatus of public and private enterprise in the transformation process. adaptations of modern law in all sectors of social life.
Connection of studies with modern scientific knowledge. The experience of the staff of the Faculty of Law in Split in the theoretical and scientific sphere has certainly contributed to the implementation of projects into modules of professional administrative study. The fact that the Faculty of Law in Split participated at the national and international level in drafting legal texts and legal opinions covering almost all branches of law as well as in adopting international legal documents certainly contributes to the level of professional administrative study at the Faculty of Law in Split.

The Professional Administrative Study Program of the Faculty of Law, University of Split is the successor of the Professional Administrative Study of the Faculty of Law in Split, which has successfully implemented this educational program for the entire region and wider geocultural space for more than three decades.1.3. Professional administrative study is open to all studies in the field of administrative and legal sciences of the same rank of study.
Therefore, the students of this study are open to all universities, and especially to the University of Split, the University of Zagreb, the University of Dubrovnik, the University of Maribor, the University of Mostar, the University of Trieste.
The openness of the study is also encouraged by its mobility, which will be enabled in this professional study in several ways:
- passing all enrolled subjects from the previous year of study, which means studying year after year;
- appropriate student workload;
